Palisade Man Arrested For Possessing Child Pornography

After conducting a forensic investigation on a laptop computer owned and used by Stephen Russell Theodore Rice, 24, of Palisade, investigators determined approximately 19 images depicting children being sexually exploited were on the computer. The lead investigator noted in the arrest warrant that several of those images depicted children 5 years old or younger, based on his 14 years of experience working similar cases.
A no bond warrant was issued for Stephen, charging one count of sexual exploitation of a child, a class 4 felony. Deputies arrested Stephen without incident yesterday evening and he was booked into the Mesa County Detention Facility.
