The online service, Permitium, takes applicants through the online application and then schedules an in-person appointment. During the scheduled appointment at the Mesa County Sheriff’s Office, applicants will be fingerprinted and have their photo taken to complete the CHP application process. <br /><br />“We want to be respectful of people’s time and provide better customer service. During peak times, people have had to wait more than an hour. We are looking to reduce that to less than 20 minutes,” said Records Administrator Donna Draper. “This new service moves the application process online where it can be completed at your convenience.”<br /><br />The online CHP application process is now live. The car took off at a high rate of speed. <br /><br />The Toyota was ultimately located in the area of 29 Road and Orchard Ave. The driver stopped the car and ran away on foot. Deputies located the adult male and arrested him without incident. Charges for reckless driving and eluding are pending further investigation. <br /><br />The three remaining passengers are believed to have exited the car en route to 29 Road. One passage was detained and later released. Deputies are looking to identify the two other people believed to be in the car including the female who was reportedly seen checking door handles. County Coroner’s Office has completed its examination regarding the death of
Hugo Pablo Rodriguez, a 20-year-old male resident of Fruita. Mr. Rodriguez sustained
a gunshot wound during a shooting on the 3100 block of Orson Ave on September
20, 2020. He died at a hospital on January 14, 2021. The Mesa County
Coroner’s Office has determined the cause of death to be complications of a
gunshot wound of the head and the manner of death to be homicide.<o:p></o:p><p></p>

Office investigators are encouraging members of the public who may have witnessed

One adult victim was identified. They were treated for non-life-threatening injuries at the hospital and have since been released. <br /><br />At this point in the investigation, investigators believe this was a targeted shooting and not random. <br /><br />The shooter(s) is believed to have left the area in a 4-door black passenger car. Investigators are seeking information and video of the incident. Lifesaving measures were unsuccessful, and he died at the scene. <br /><br />Rocky Mountain Elementary School was put on shelter-in-place as a precaution while deputies investigated. School Resource Officers helped assist with the reunification process. <br /><br />Witnesses reported seeing a black Jeep Liberty leave the scene. Deputies located the vehicle matching the description abandoned in the parking lot for the Clifton Nature Park on D Road. <br /><br />Deputies searched the area with the assistance of the Grand Junction Police Department K-9, Colorado State Patrol, Grand Junction Regional Communication Center’s Incident Dispatch Team, and the Colorado Division of Fire Prevention and Control. The person(s) who left the car is believed to be no longer in the area. <br /><br />Investigators are looking to speak with two persons of interest related to this shooting. Frank W. She was able to get away and call for help. She sustained minor injuries.<br /><br />Deputies in the area immediately began searching for the suspect. No injuries were reported. <br /><br />Witnesses described a maroon Toyota pickup truck leaving the area at the time of the incident. While deputies were still speaking to witnesses, a truck matching the description of the suspect vehicle returned to the area. Deputies stopped the truck and took the two occupants into custody. Deputies found a defaced gun and spent shell casings during a search of the vehicle. In an effort to prevent packages from being stolen from people's homes and cars, the Mesa County Sheriff's Office is conducting bait operations all this month. <br /><br /> The Mesa County Sheriff's Office utilizes bait operations as a proactive investigative tool to reduce property crime. Operations are conducted in areas where on-going criminal activity has been reported to specially target people breaking and entering into cars with the intent to steal property as well as those intending to steal packages off porches. Bait operations give deputies a proactive way to identify suspects without a citizen becoming a victim of a crime. <br /><br /><b>How it works </b><br /><div class="separator" style="clear: both; text-align: right;"><br /></div>Deputies place tracking devices in commonly stolen items, packages, and bags, then place them in neighborhoods and in cars at local businesses where these crimes are occurring. Deputies also monitor the items with active surveillance. When the item is stolen, deputies then locate the item and the person who took it. <br /><br />The decoy items look exactly like the real thing, making it nearly impossible for a would-be thief to tell the difference. As of Friday, November 13, 2020, 61 inmates in the Mesa County Detention Facility have tested positive for COVID-19. Additional test results are pending. Eight employees working in the Mesa County Detention Facility have tested positive for COVID-19. Two staff members working in other divisions of the Mesa County Sheriff’s Office have also tested positive.<br /><br />The on-site medical provider is closely monitoring the health of all inmates and providing care for individual symptoms. Affected inmates are quarantined, and any inmates that may have been exposed remain medically isolated from the rest of the facility per public health recommendations. Each of the six housing units in the Mesa County Detention Facility are physically separated from each other. Additional measures have been put into place to limit movement in the facility and minimize further spread of illness. All inmates are issued Personal Protective Equipment (PPE). The facility is also cleaned regularly to help with prevention. </li><li>All Mesa County Detention Facility staff are medically screened every day and are required to wear masks, wash hands frequently, and practice social distancing when possible.</li><li>Access to the detention facility is limited to only essential personnel. Community members can significantly reduce the potential for human-caused fires by being proactive and cautious with activities that could ignite a wildfire.<br />Preventing wildfires:<br /><ul style="text-align: left;"><li> Never leave a fire unattended</li><li>Ensure fire pits and campfires are completely out and cold to the touch</li><li>Properly dispose of cigarettes</li><li>When pulling a trailer, make sure the chains and other metal parts aren’t dragging</li><li>Burning trash is NEVER permitted</li></ul>Also, consider creating a defensible space around your home and take this time to update your family’s emergency kit. Even homes in urban areas are susceptible to wildfire. It had received a 911 text message about a climber who had fallen in the Little Dominguez Canyon area. <br /><br />The adult male fell about 30-40 feet while repelling down a 200-foot cliff in the area of Rose Creek. <br /><br />The Mesa County Sheriff’s Office and Mesa County Search and Rescue immediately responded to the area. Rescue crews then had to hike about a mile in steep terrain to reach the climber. The climber was carried to CareFlight waiting nearby. He was airlifted to St. Mary’s Hospital with serious but non-life-threatening injuries. <br /><br />A second CareFlight helicopter transported rescue crews back out of the area.
